From September 2013 to September 2016, Joy Fitzgerald served as the President and CEO of The Atlanta Housing Authority. The Housing Authority subsidizes affordable housing for approximately 22,000 households and uses its regulatory flexibility, granted to it by HUD pursuant to the Moving to Work Program, to fashion innovative approaches to the delivery of affordable housing and supportive services to its residents. The Atlanta Housing Authority was awarded a 2014 Choice Neighborhood Grant in the amount of $30Million. Development of the Neighborhood Transformation Plan and the grant application were directly coordinated by Mrs. Fitzgerald. She served as the Senior Vice President of Real Estate Development for The Atlanta Housing Authority from February 2005 through August 2013. In that role, she was responsible for revitalization and development efforts that successfully repositioned public housing into healthy mixed-income, mixed-finance, mixed-use communities.
After relocating to Atlanta in 1999, she assumed the position of Director of the Office of Affordable Housing for the Georgia Department of Community Affairs. In that capacity for four years, she administered the state and federal Low Income Housing Tax Credit program. Prior to relocating from Houston, Mrs. Fitzgerald served in various capacities during a twenty year career at the Houston Housing Authority, including nine years as President and CEO.
Mrs. Fitzgerald holds a Bachelors of Arts Degree from the University of Pennsylvania and a Juris Doctorate Degree from the Thurgood Marshall School of Law at Texas Southern University.
